DVSA To Target Operrators Who Do Not Give Open Access To Data

The DVSA intends to trial a scheme that targets operators whom do not provide open access to records and maintenance files. The "Earned Recognition" scheme is still in discussion, however, it is believed that operators much provide all records including tachograph, MOT and servicing data.

The scheme is likely to be voluntary and roll out in the 2015/16 financial year. The idea behind the scheme is to free up resources to pull unknown HGVs at the roadside as they can gauge from records how compliant a fleet is.
